<p>Les Programmes proposés dans le cadre du 7PC répondent aux besoins économiques et sociaux de l&#8217;Union et ont pour but, en accord avec la stratégie de Lisbonne et de Göteborg, de renforcer la compétitivité et le développement durable de l&#8217;Union Européenne en y associant les pays nouvellement entrés dans l&#8217;UE. L&#8217;objectif du 7ème PC est également de poursuivre les efforts lancés dans le 6ème PCRD pour construire l&#8217;Espace Européen de la Recherche, avec un volet nouveau destiné à renforcer les liens avec la Politique de Cohésion de l&#8217;Union.</p>

<p align="center">Total budget 50,5 billion euros (2007-2013)</p>
<p>European funding is available through proposals submitted to the European Commission in all economic areas as outlined in the seventh Framework Programme (FP7), which represents a budget of 50,5 billion euros (2007-2013). Global objectives of FP7 are to meet the major societal and economic challenges of the EU integrating the new members, and to reinforce the competitiveness and the sustainable development of the EU in line with the Lisbon and Göteborg strategy. Another key objective is to continue the building up of the European Research Area (ERA) and especially to strengthen the links with the Cohesion Policy of the Community (support the research potential of European regions undergoing structural and economic changes).</p>

<li><strong>Structuring the European Research Area (ERA) was a central focus of FP6 :</strong></li>

<p>It comprised Marie Curie actions – activities concerning human resources and mobility of researchers.</p>

<li><strong>Cross-cutting Research activities</strong></li>

<p>They were also part of FP6, with specific SME activities (such as CRAFT) and specific international activities (INCO).</p>
<ul>
<li><strong>Calls were open to :</strong></li>
</ul>
<p>All countries belonging to the European Union and to those which are associated to Framework Programme : Israël, Norway, Iceland, Liechtenstein, Republic of Cyprus, Bulgaria, Romania&#8230;</p>
<p>Enlargement became a reality with all Candidate Countries participating on an equal basis with EU countries.</p>
<ul>
<li><strong>FP6 differed from FP5 on several aspects, among them :</strong></li>
</ul>
<p>The implementation of new instruments such as Networks of Excellence and Integrated Projects broadened international scientific cooperation, for example :<br />

Participation of Russia and New Independent States :</u></p>
<p>- Consortium of FP6 projects could include participants from these countries but their financing was supported in the limits of the budget available for international cooperation activities in the context of thematic priorities. It means that this was checked project by project.</p>
<p>- Concerning Marie Curie actions : participation and funding of researchers from these countries was foreseen in most mobility schemes.</p>
